CDF mission success is dependent on the quality of aircraft and pilots. The CDF Aviation Management Unit needs a highly qualified, specialized, and reliable aviation company to fly, maintain, and repair the firefighting aircraft and equipment, and to ensure the safety of personnel, firefighters, the general public, property and resources.

DynCorp has the aviation experience to ensure CDF mission success.

55 Years of Experience

DynCorp has over 55 years of aviation experience - experience that has earned us the respect and loyalty of our customers who continually choose DynCorp when they need and want the best.
  • Incumbent on 39 aircraft maintenance programs
  • Lead aircraft services contractor for the Army since 1957
  • Primary maintenance and modification contractor for 52% of all Army rotary-wing aircraft
  • Primary maintenance and modification contractor for 68% of all Army fixed-wing aircraft
  • Maintenance contractor for 82% of NASA Aircraft
  • Leading provider of Air Force, Navy, and other Government agency fixed and rotary-wing aviation services
  • Leading provider of Aircraft Maintenance and Pilot Operations to the Department of State
Our years of aircraft experience directly relate to the work we will perform for CDF. The same responsiveness and flexibility that the Department of Defense relies upon in times of crisis will be in place to support this program. Our experience to meet surges in growth as new aircraft are phased in or modified will benefit CDF with the transition from an S-2A to S-2T.

DynCorp has transitioned numerous aircraft on almost all of our contracts. We recognize the need for detailed schedules and plans to maintain aircraft availability at all times while the transitions are ongoing. We also understand the flexible staffing requirements that accompany aircraft transitions, and know how to meet the requirements.

Types of Aircraft

DynCorp's core business is aviation operations and maintenance, from training aircraft (rotary and fixed-wing) to modern fighters, to operational helicopters with sophisticated equipment for conducting combat missions. DynCorp has experience with more than 200 types of aircraft, including the S-2, OV-10, and UH-1.

Experience on over 200 aircraft types, specifically the OV-10, S-2, and UH-1, is proof of DynCorp's ability to transition and modify virtually any aircraft.

The need for aircraft modifications, advances in technology, and outdated parts require aircraft maintenance companies to keep abreast of different types of aircraft. DynCorp recognizes this and has applied this knowledge to numerous aircraft transitions. The transition from the S-2A to the S-2T will be carefully planned and scheduled to maximize aircraft availability. Our mechanics, technicians, and pilots will be thoroughly trained on the new requirements to ensure that safety and quality requirements are met.

Extent of Operations and Maintenance

DynCorp has 7,450 pilots, managers and technicians assigned to aviation programs worldwide supporting 4,045 fixed and rotary-wing aircraft. We accumulate 600,000 flying hours annually. DynCorp's maintenance experience includes engine overhaul and repair, aircraft modifications, subsystem repair and upgrades, ground support maintenance, painting, and hydraulics. DynCorp's operations experience is just as extensive:
  • Drug Surveillance / Aerial Spray Eradication Missions
  • Training and Deploying Missions for Fort Rucker
  • Scientific Research Missions for NASA at Wallops Island
At Vance AFB and Columbus AFB, DynCorp manages all aircraft recovery responsibilities for the USAF. DynCorp has successfully recovered downed aircraft and will be responsive to the aircraft recovery needs of the CDF.

Fleet Sizes and Multiple Sites

DynCorp has multiple-site, large-fleet experience. We understand the need for effective contingency plans, quick-response action, and the importance of aircraft availability at the designated tactical locations.

Fleet Sizes of 50 or More - DynCorp operates many programs with fleet sizes of 50 or more aircraft. Very similar to CDF, these programs also have multiple sites and multiple types of aircraft. The list below lists six programs, which have fleet sizes of 50 or more, multiple sites, and multiple aircraft types:
  • International Narcotics Law Enforcement - 4 Bases plus 12 Forward Operating Locations (FOLs), 112 aircraft, 5 different types
  • Contractor Field Teams - 55 worldwide sites, 2,337 fixed and rotary-wing aircraft
  • Holloman - Base plus 2 FOLs, 80 aircraft, and 3 different types
  • NASA Johnson Space Center - Base plus 2 FOLS, 54 aircraft, 10 different types
  • Army C-12 Program -72 locations worldwide, 192 aircraft, 4 different types
  • Fort Rucker - Base plus satellite units, 510 aircraft, 6 types
Large and Specialized Aircraft - DynCorp currently operates, maintains, and modifies 39 large and specialized aircraft (B-52, B-747, KC-97, G-1159, G-159, KC-135, RC-135, C-130, C-130Q, C-130T, NC-130H, B-52G, G-52H).

Multiple Sites - DynCorp is currently performing over 200 contracts at 353 primary (permanently assigned personnel) and secondary (temporarily assigned personnel) locations around the world:
  • 161 Primary CONUS and OCONUS Locations
  • 192 Secondary CONUS and OCONUS Locations
Major Repairs, Modifications, and Overhaul - DynCorp has 55 years of Repair/Modification/Overhaul experience. DynCorp has provided these services for a multitude of aircraft. Our experience on the OV-10, S-2, and UH-1 aircraft makes DynCorp's experience directly relevant to the CDF mission.

We provide all levels of maintenance for 42 UH-1H, 40 UH-1N, and 8 OV-10D aircraft for the International Narcotics and Law Enforcement (INL) contract. Organizational through depot-level maintenance is provided at Patrick AFB, and field maintenance is provided at the FOLs and deployment sites. We have successfully supported nearly 45,000 missions and over 64,000 flying hours without a maintenance-related accident on this award-winning program. As an aerial spray eradication mission, the program is directly relevant to the CDF mission.

Our maintenance complies with FAA, OEM, DoD, and DoS requirements. We operate a FAR Part 145 Certified Repair Station (CRS). Mechanics perform all work in accordance with the Repair Station Certificate and our Program Maintenance Plan.

Flight Operations and Flight Personnel - DynCorp provides Flight Operations and Flight Personnel on several programs. For example, our INL Contract mirrors the operational and personnel requirements required for the CDF mission. Currently, 450 employees provide a full spectrum of operations support. We also maintain a fleet of vehicles, material-handling equipment, and aerospace ground equipment.

Conclusion

The CDF must protect the people and resources of California from fires; respond to emergencies; and protect and enhance forest, range, and watershed values. DynCorp will continually put forth a maximum effort to maintain the highest possible aircraft availability and thereby assist CDF in accomplishing this mission.
